Everyone plays, and people are crazy about holding onto their receipts. Even I have a big bag where I collect all of my receipts. And as far as strategy goes, people will demand a receipt for every single purchase. The additional tax revenue generated from keeping all transactions “above board” is more than enough to pay for the winning prize.
